    Bruce A. McHenry The ROI would be something like -98% in the present value of the investment since there's no revenue. The only real gains come from continuing to secure above average profits on no bid contracts obtained by paying kickbacks and providing the military protection.
    
    In order to get the tail to wag the dog, we got 9/11 with a bunch of Americans idiotically waving the flag and voting W in for a second term.
